“Towards Information Literacy Indicators” provides a basic conceptual framework for measuring literacy and is designed to serve as a reference to facilitate the elaboration of information literacy indicators. It proposes a pathway for cost-effective and timely development. The purpose is to measure the development of knowledge societies and then to collaborate with organizations currently engaged in measurement activities in order to develop a coherent set of indicators.
