The report seeks to bring both focus and stimulus to the digital and communications sector. In relation to Next Generation Access Networks, Network Universal Connectivity, and Digital Media Literacy, the report proposes a number of specific actions to upgrade these areas within digital networks. The emphasis is on enhancing the British national competitive position and secure competition for choice and quality in content. January 2009
